According Brussels Catalan administrations are considered very bad in regard to quality and transparency with respect to its management. The Catalan community gets the worst grade of all the Spanish regions and one of the worst in Europe. The data are supplied by the latest study by the European Commission to analyze the political and institutional corruption in countries that are part of the EU-27, with 172 regions in total.
Catalonia is at No. 130 that classification at the same level as that of the communities or more corrupt and opaque regions of the EU. These corrupted regions are found in Italy, Greece and the republics that once belonged to the USSR. Catalonia, yes, get the highest score in limited transparency and corruption in Spain.
