The european Parliament calls for “homogenize” the application of the rules of fishing – Terra Colombia

The European Parliament today called on the standards of the fishing community are applied in a consistent manner across the European Union, so that all fishers receive a “fair deal”, with a standardization of the inspections or sanctions for violations.

“The same rules apply in a different way. This leads to wonder about the effectiveness of the legislation and the credibility of the EU. The whole world has to be subject to the same rules, that must apply equally in all countries”, noted the rapporteur of the resolution, the French socialist Isabelle Thomas.

the text, the parliamentarians show “huge” differences in the methods of national control and in the place in which it is carried out the inspections, which is leading to “discrimination”, because while some countries monitor all the stages of the process, from the fishery to the table, others only control some of the supply chain.

The proposal includes a homogenization of the inspections on the size of the meshes of the nets and the catches, as well as the penalties for violations, which vary from state to State, so for the same violation can receive an administrative sanction on a country and a criminal in another.

“The Commission should ensure the transposition homogeneous and correct the legislation in force and check the conditions of your application, for example by setting a minimum percentage of consignments subject to control by each member State”, say the mps on the text, passed with 581 votes in favour, 59 against and 48 abstentions.

The european Parliament recommended to expand the monitoring to cover the entire chain of production, entrusting the responsibility of control in the sea to a single administrative agency to avoid overlaps.

Proposes, in addition to, “reinforce and consolidate the controls” in order to fight against illegal fishing.

In terms of sanctions, the mps call for the imposition of “the highest” in the case of illegal fishing, and remember that the application of the same is in the competence of the member States, by whom they claim to “greater harmonization”.

meps also call for the introduction of a “plan of studies” common to the training of inspectors and the use of communication technologies in real-time with the goal of increasing equity.

In this sense, they emphasize the role of the new technologies of tracking and transmission of information, which should be accessible in all States, although opposed to the mandatory systems of surveillance video on-board.
