The PP tries to negotiate Budgets with the PNV – Always

"plan B is not going to enter. What I have is a plan that consists of approving the General Budgets for the year 2017", he explained this Monday, Mariano Rajoy, in a sort of statement that, in addition to put black on white their intentions, was designed to bury the news that suggest that the president’s Government is considering holding an election if you are unable to take forward the accounts of the State for the coming year.

"We are talking with everyone. Logically it will more intensely with those who are more likely to support Budgets," he emphasized before acknowledging: "Yes, I’ve already had some conversation." And not only he; also Soraya Sáenz de Santamaría, in his role as vice-president and minister of the Presidency and to the Territorial governments, as well as other heads of the Executive.

Unlocked the inauguration, "is not" socialist, the PP has now moved to their Budgets: "Knowing the Government and the idea of economic policy that have, seem to me to be very remote the chances of the PSOE to support those accounts", said the president of the manager, Javier Fernandez. If there is no nod to the PGE, Spain will be locked, so that the current negotiations are to be interpreted as a thermometer of what you can do with this legislature. On the table: to set the spending ceiling, as well as the objectives of budgetary stability and public debt committed to Brussels; in short, reconcile the accounts of the State for 2017.

"If you want our support, you know what you have to do"

At this initial refusal of the PSOE, and with a Government in minority, the looks of the PP is directed, above all, the PNV: if the Executive closes the deal with Citizens and Coalition Canaria, something that is a given, the five deputies basque portend fundamental to approve the Budgets. Rajoy would add 170 votes for a law that requires a simple majority in the Cortes. The definitive "yes" would then be the Pedro Quevedo, New Canary, that your "no" to Rajoy during the investiture added that to the others, "I’m there".

Also from that session is to remember the exchange of words between the popular and the peneuvista Aitor Esteban: "If you want me to, Marian, give me less wood and more grain," said this; what the now president said: "If you want grain Aitor, I’ll leave my tractor". Words that relax the tone bronco of previous interventions, that is to say, is envisaging a change of mood between the two formations, which can now crystallize in the approval of the General Budgets of the State for 2017.

But the spokesman peneuvista in the Congress is going by parts: "If the PP wants our support, you already know what to do; the responsibility is theirs", said this Monday an Esteban that was still with the simile agriculture: "it is Not that do not give grain, but that gives you wood."

What the PP has to do to achieve the "yes" of the PNV will be renegotiate the quota basque. Surely they pose more demands, but iron out differences on a matter that separates to the central Government and basque from years ago is fundamental to the nationalists: "Or change the way of approach between institutions, between parties, or there is nothing to do", they defend. Predictably, the two Executives will speak also of infrastructure and Vitoria will ask the State to stop resorting laws issued by the basque Parliament.

From Citizens, Albert Rivera has already confirmed the first contacts and his team to negotiate a few accounts that should be faithful to the covenant of the endowment, and that, in addition, shall comply with Brussels, that is to say, reflect a clipping of 5,500 million in order to respect the deficit targets imposed by the EU.

Rajoy insists time and time again: "how bad it is to have no Government and have a Government that can’t govern." That’s why, remember, "this must be the legislature of the dialogue, in which they all talk, and, if possible, agree". The PP does not want to pressure the PSOE, but the one and the other are aware that without Budgets there is no legislature possible. Now the president gets to have in his hand to call elections: although he rejects "plan B", that is also an asset.
