Galician and Basque elections: last day to beg the vote – Diario de la Marina

The Central Electoral Board (JEC) has agreed to be extended until 24 pm (Spanish mainland time) on September 5 the deadline for Galician citizens and Basques living abroad can request documentation to vote in the elections next September 25. Thus, this period is increased in nine days because if it were not for this decision had ended on 27 August.

In its agreement last August 26, the JEC also extends the period for submission of the electoral documentation until next September 7th. The measure affects both permanent residents abroad and registered in the CERA as voters who are temporarily outside Spain.

The Central Electoral Board says that it has taken this decision in response to requests made by the People’s Party of Galicia and the Socialist Party and coincides with both formations considering that the coincidence of the period of application of the vote with the holiday period is an added obstacle hindering further electoral participation of foreign residents.

this is evidenced says the JEC in their agreement, which until Friday August 26 had received less than half of the applications registered at the same time the electoral process in the elections of 2012 , according to data from the Electoral Census Office (OCE).

the total number of requests for vote accepted four years ago in Galicia was 30,524 so now there would be less than 15,000, while the Basque country were 6,319, and now would be less than 3,000.

on the other hand, the JEC also recalls that the extension of deadlines can only be accepted “only when exceptional circumstances or unusual changes are accredited” and that such an extension should be brief so “to avoid the perverse effect of facilitating the issuance of votes that can not be counted within the established deadlines.”

in the case of the Galician elections, as the counting of votes outside is from the eighth day after election day, ie on Monday, October 3, this allows a possible extension of these deadlines can be done without the risk that those votes come after the time of scrutiny.

the same happens with the elections in the Basque Country, where the scrutiny of external voting is done from the fifth day after the voting, ie on Friday, Sept. 30.

it is recalled that both the People’s Party of Galicia as the Socialist Party had submitted this request to the Electoral Board of Galicia who transferred the case to the Central Electoral Board.

the popular Galician demanded an extension until September 9 or, failing that, in the maximum number of days possible.

the application PPdeG recalled the legal difficulties and practical measures that are already inherent in the system prayed vote. It is also based on very recent precedents such as the extension of time granted by the JEC in the case of general last June 26.

The president of the Management of the Socialist Party, Pilar Cancela warned that the working deadlines and dates of summer play against the fundamental rights of the Galician and, on the contrary, it is extremely easy to extend the guarantees extending deadlines “in the duration it deems reasonable and timely” the Board itself electoral.
