MADRID (EFE) .- The Spanish government is preparing measures to respond to national security challenges such as cyber security, terrorism, natural disasters, energy vulnerability, through public and private means.
The Cabinet presented this Friday the Draft National Security Law with which aims ‘to improve coordination and solve the problems a compartmentalized action against risks and threats transversal own nowadays’.
In a statement the Council stated that it is challenges presented ‘the common denominator of hitting the foundations of the rule of law and endanger the freedom and welfare of the citizens’.
Its objectives are ‘facilitate the detection and assessment of risks and threats, streamlining the process of decision making and coordination of response in situations of alteration of normality’.
The proposal includes strengthening dependent strategies and sectoral bodies to strengthen prevention and response capacity equipped crisis mainstreaming in fields such as cyber or maritime security.
The initiative raised to National Security ‘as a State policy under the leadership of Prime Minister, involving all levels of government and society in general ‘.
New in this matter, said the public-private partnership and the promotion of a culture National Security involving citizens.
The plan aims to regulate ‘the situation of interest to national security’ and that would be intermediate stage between being faced with means and standard resources and exception.
‘The new situation of interest for National Security is declared by the prime minister, and is characterized by its potential severity, or transversal dimension of the precise measures for resolution’, according to the text.
The Spanish government said that it ‘in no case will the suspension of fundamental rights and civil liberties, and that the competent authorities shall act in accordance with its ordinary powers’.
