Our country is among the first in acceding to and ratifying international human rights treaties, but it is very far from them. In this sense, the convention obliges States parties to ensure that persons with disabilities have access to the rights, however, the argentinean State —in any of the jurisdictions: national, provincial, municipal— is absent and delegate without control, the care of those who face the most terrible conditions of vulnerability.
In the case of the Institute Próvolo the absence of the State is even more serious, because the deaf people who are abused are boys and girls.
