SANTO DOMINGO Oxfam and Citizenship held the “Second Workshop of socialization Fiscal Transparency Portal” in the framework of the initiative Rangers Practices Good Governance project in the Dominican Republic.
the activity was conducted as a strategy to boost citizen implementing the national budget monitoring and thus strengthen the mechanisms of transparency and accountability.
“the activity is part within the continuous tracking, driven from civil society in the country, programs to support the modernization of the financial administration of the State and its mechanisms of dissemination to the general public, “said Jeannette Abreu, coordinator of Practice project good Governance in the Dominican Republic under the auspices of the Global Alliance for Social Audit (GPSA, for its acronym in English).
the workshop was an opportunity for constructive dialogue between authorities and citizens for use, improvement and strengthening transparency mechanisms of the state. It began with the presentation of the technical team of the Ministry of Finance Fiscal Transparency Portal.
Daniel Torres, manager of Portal Fiscal Transparency, showed the organizations present how the portal works, provided information about changes following previous meetings with civil society and assumed commitments for improvements to facilitate the use of the tool.
the organizations present made several proposals for changes and improvements to the Portal in order to facilitate the work of monitoring the national budget for the year by social organizations, students, teachers, journalists, independent professionals and the general public.
Among the suggestions are the inclusion of tax accounts of the councils and boards Municipal district; section to enable product-oriented and results-budget. And include the quarterly quotas allocated commitment to each ministry of the central government and decentralized and autonomous institutions and reduce the temporality of publications (the current waiting period is 20 days after the end of the month).
in addition, organizations representing the House Ya Citizens’ Forum campaign demanding the right to decent housing, proposed the inclusion of a section for territorial monitoring of the budget implementation of housing programs and projects of public interest, a component facilitate the work of social oversight and control of public resources allocated to the sector housing.
also requested that the portal shows in detail the names of the companies providing state services to which you will make payments.
the technical team of Rangers project will maintain communication with the Ministry of Finance team to monitor the incorporation of citizens’ proposals expressed during the meeting.
