The path of electoral reform – Publinews Guatemala (press release)

This week at the Congress discussion and approval of the amendment to the Electoral Law and Political Parties (LEPP) began. A necessary and urgent reform.

In the full Congress for approval there are difficulties. One element that has generated discussion and conflicting positions between the legislative blocks, and even internally in each of them is the support system of alternation and parity to integrate the management bodies of the party and candidate lists. There is consensus on promoting actions to counter the under-representation of these historically excluded groups. In what is no consensus on how to reverse that situation. So far the discussion seems to be the perfect excuse to have used to ensnare many reform.

On the other hand, others argue that it is not necessary to pass reform this year. It takes a lot for the next election and we can expect. We do not fall into this trap. It is necessary to immediately approve and begin implementation. That is, the sooner we will pass, the more time we have to take the necessary measures to enable effective implementation of reforms. If approval is delayed, it takes time and seriously compromises the effectiveness of it.

On average, the LEPP has been reformed once every 15 years since 1985. This has generated a very rigid system where make electoral reforms is almost impossible. The political and electoral rules need periodic adjustments to adapt to changes in society.

This amendment includes the obligation to review the LEPP after each electoral process to make the necessary changes and continuously improve it. This reform is important because it allows constant changes, without having to wait to spend more choices with the current problems. Even those aspects that are not addressed in the current reform should be addressed in the first commission of electoral reform, which should be installed immediately, because last year we had elections. The excuse not to pass the bill because “you do” things missing is distorted. Because in that committee should discuss the issues that are excluded from this process.

The discussion will resume in full next Tuesday. The road seems hard and be uphill. The discussion has been intense. The legislative blocs should seek agreement to approve the reforms. The correlation of forces in the blocks is changing and I hope that these changes do not create difficulties for approval.

The worst that can happen is that reform is not approved or half a reform is approved. These scenarios help to feed the dissatisfaction of citizens toward political parties and the political system as a whole. It would squander a valuable opportunity to promote change.
