The Spanish Congress today approved a reform of abortion laws by which the age of eighteen years shall not terminate the pregnancy without parental permission.
The PP (center-right) government brought forward the reform today, although five of its members voted against or abstained, a sign that the issue is the subject of intense controversy in the party.
In voting against the other groups, except the Catalan parliamentary formation Democrat Union, which backed the PP.
