From the lack of teachers in the public school to the shortage of health workers, cuts in public expenditure in Spain has been suffering since the beginning of the crisis can be seen most evidently in certain sectors. Although less visible by the public, the poor management of troops in the Civil Guard also brings direct consequences for the professionals themselves and, indirectly, for the citizen who requires their services.
Thus, lack of movement in employment of civil guards affects the citizen by the shortage of cash in some areas and an aging workforce. It also influences the impossibility of reconciling family and disenchantment of the guards themselves in many ways neglected by the institution itself, which makes the service will suffer despite the efforts of professionals.
Under cost savings, there are imbalances in certain templates that are under minimal due to retirement or departure of citizen security guards bound for other specialties. The positions these agents left free not covered with new staff but are locked with intent to minimize costs and this results in a reduction of staff.
As a result, templates full found in some areas with less real need for public safety while other sites remain unprotected due to an obvious lack of staff. As expected, the inability to find many guards when change of destination, quite contrary to what happened in the past, it weighs seriously on their ability to reconcile work and family life, and to raise with confidence stable for themselves and for those with whom they share life future. Uncertainty, discouragement and discomfort seize many professionals lose enthusiasm for doing work full of will to serve.
The situation that guards impact directly or indirectly on face the quality of service offered to citizens and not for lack of attitude and professionalism on the part of the body components, but by a simple and obvious reason based on the mismanagement of resources and that in those places with insufficient effective, it is impossible that a single patrol can meet different requirements in different parts of excessive geography that sometimes require them to cover their work.
The cut in investment in public safety has another obvious consequence linked the lack of new revenue agents (a few hundred are incorporated since 2010, compared with 2,000 on average, even 5,000 in some cases, entering the Academy of Baeza in previous years). The aging of the body is just remarkable and adds to the downsizing as a conditioning factor of the final performance of the service offered to citizens.
